Report: Iran ramps up nuke work

Updated at 3:16 p.m. ET: VIENNA -- Iran has rapidly ramped up production of higher-grade enriched uranium over the last few months, the U.N. nuclear agency said Friday, in a confidential report that feeds concerns about how quickly the Islamic republic could produce an atomic bomb.
The report by the International Atomic Energy Agency also said Iran had failed to give a convincing explanation about a quantity of missing uranium metal. Diplomats say the amount unaccounted for is large enough to be used for experiments in arming a nuclear missile.
"The Agency continues to have serious concerns regarding possible military dimensions to Iran's nuclear program," the Vienna-based U.N. body said in a quarterly report about Iran issued to its member states.
Israel, which has threatened Iran with pre-emptive strikes on its nuclear sites, had no immediate comment on the report. Germany, which has backed tough new sanctions on Iran, said it was further cause for concern.
"Germany is very concerned about the latest report from the IAEA. We think Iran should understand the key to ending sanctions is in their own hands, they have a duty to cooperate with the international community," said German Foreign Minister Guido Westerwelle.
The Islamic republic's rapid expansion of work which can have both civilian and military purposes underlines that it has no intention of backing down in a long-running row with the West that has sparked fears of war in the Middle East.
Tehran says its nuclear program is exclusively for civilian purposes and denies it aims to make atomic weapons.
Iran thwarted investigation into nuclear program, UN watchdog says
The confidential IAEA report said Iran has, since late last year, tripled output of uranium refined to a level that brings it significantly closer to potential bomb material, an official familiar with the agency's probe said.
Making clear the two sides were far apart, it said there were major differences on how to tackle the issue and that Iran had dismissed the IAEA's concerns as "unfounded." No further meetings are planned.
The setback increased concerns of a downward spiral towards conflict between Iran and the West, and sent oil prices higher.
IAEA Director General Yukiya Amano urged Iran in the report to provide "early access" to Parchin, a military site near Tehran seen as central to the agency's investigations into possible military aspects of Iran's nuclear work.
The failure of the two-day IAEA visit could hamper any resumption of wider nuclear negotiations between Iran and six world powers - the United States, China, Russia, Britain, France and Germany - as the sense grows that Tehran feels it is being backed into a corner.
The IAEA report said Iran had carried out a significant expansion of activities at its main enrichment plant near the central city of Natanz, and also increased work at the Fordow underground facility.
Enriched uranium can be used to fuel nuclear power plants, which is Iran's stated aim, or provide material for bombs if refined much further, which the West suspects is Tehran's ultimate plan.
At Natanz, the IAEA report said 52 cascades - each containing around 170 centrifuges - were now operating, up from 37 in November.
At Fordow, almost 700 centrifuges are now refining uranium to a fissile concentration of 20 percent and preparations are under way to install many more, the report said.
Fordow is of particular concern for the West and Israel as Iran is shifting the most sensitive aspect of its nuclear work - refining uranium to a level that takes it significantly closer to potential bomb material - to the site.
Estimated to be buried beneath 80 meters (265 feet) of rock and soil, it gives Iran better protection against any Israeli or U.S. military strikes.
The report said Iran had now produced nearly 110 kg of uranium enriched to 20 percent since early 2010. Western experts say about 250 kg is needed for a nuclear weapon, although it would need to be enriched much further.
An IAEA report in November suggested Iran had pursued military nuclear technology helped to precipitate the latest sanctions by the European Union and United States.
Iran last month said it had started to refine uranium to a fissile concentration of 20 percent - compared with the 3.5 percent it mainly produces at Natanz and which is used for nuclear power plants - at Fordow.
Nuclear bombs require uranium enriched to 90 percent, but Western experts say much of the effort required to get there is already achieved once it reaches 20 percent concentration, shortening the time needed for any nuclear weapons "break-out."

New York City, February 23, 2012 Voluminous research literature attests to the multiple negative consequences of maternal depression and depressive symptoms for the health and development of children. In contrast, there is a profound paucity of information about depressive symptoms in fathers according to a follow up study by NYU School of Medicine researchers in the February 23rd online edition of Maternal and Child Health Journal.
In late 2011 lead investigator, Michael Weitzman, MD, professor of Pediatrics and Environmental Medicine and his co-authors identified, for the first time ever, in a large and nationally representative sample, increased rates of mental health problems of children whose fathers had depressive symptoms. In that paper, 6% of children with neither a mother or a father with depressive symptoms, 15% of those with a father, 20% of those with a mother, and 25% of children with both a mother and a father with depressive symptoms had evidence of emotional or behavioral problems.
"While the finding of increased rates of mental health problems among children whose fathers had depressive symptoms was not surprising in our earlier study, the fact that no prior large scale studies had investigated this issue is truly remarkable, as is the finding that one out of every four children with both a mother and a father with symptoms of depression have mental health problems" said Weitzman. He also noted that the findings highlighted "the urgent need to recognize the roles of fathers in the lives of children and families in clinical and public policy formulation and implementation, to further explore ways in which the mental health of fathers influence the health and function of our nation's children, and to structure our health and human services so as to identify and effectively treat fathers who are depressed or suffering from other mental health problems. A first step is to identify which of our nation's fathers are at increased risk for depression, which is the main reason that we undertook the current study"
The current paper, again using a large and nationally representative sample of households in the USA (7,247 households in which mothers, fathers and children lived), is the first paper to investigate characteristics of fathers that are independently associated with increased rates of depressive symptoms. Overall, 6% of all fathers had scores suggesting that they were suffering from depressive symptoms.
Using previously widely used measures of fathers', mothers' and children's physical and mental health, as well as numerous other family and child characteristics, such as maternal and paternal age, race, marital status, and educational attainment, as well as child age, these data demonstrate the following factors being independently associated with increased rates of fathers' depressive symptoms: living in poverty (1.5 times as common as not living in poverty); living with a child with special health care needs (1.4 times as common); living with a mother with depressive symptoms (5.75 times as common); poor paternal physical health (3.31 times as common) and paternal unemployment (6.50 times as common).
While the findings of poverty, having a child with special health care needs, and living with a mother with depressive symptoms are not unexpected, the fact that fathers' unemployment is by far the strongest predictor of depressive symptoms is a brand new, and unique finding with profound implications for the health and development of children in this time of extremely high rates of unemployment.
"The findings reported in the current paper demonstrate factors that could help identify fathers who might benefit from clinical screening for depression, and we believe the results are particularly salient given the current financial crisis and concurrent increase in unemployment in the USA" said Dr. Weitzman. "Also of serious concern is the fact that living with a mother who herself has depressive symptoms is almost associated with almost as large an increased rate of paternal depressive symptoms as is paternal unemployment. Fathers play profoundly important roles in the lives of children and families, and are all too often forgotten in our efforts to help children. These new findings, we hope, will be useful to much needed efforts to develop strategies to identify and treat the very large number of fathers with depression."

LONDON (AP) - Chelsea captain John Terry will have knee surgery and be sidelined for up to six weeks, a further blow to the team's faltering season but relieving interim England coach Stuart Pearce of a potentially difficult roster selection.
Terry has not played for more than three weeks and Chelsea's medical team decided on Tuesday that the defender must have an operation on his right knee.
The center back trained Monday in Italy on the eve of Chelsea's Champions League match against Napoli but woke up in discomfort a day later.
"John has tried hard to be ready for tonight's game but it was clear after training last night that it was not going to be possible," Chelsea said in a statement. "He will undergo an exploratory arthroscopy in the next day or so, after which the club's medical team will be better placed to advise on a prognosis."
Coach Andre Villas-Boas said Terry will be out for up to six weeks.
The injury saves Pearce from having to decide whether to select both Terry and Rio Ferdinand for his roster for next Wednesday's exhibition against the Netherlands.
Terry was stripped of the England captaincy this month due to his upcoming trial for allegedly racially abusing Ferdinand's brother, Queens Park Rangers defender Anton Ferdinand.
Fabio Capello quit as England coach after the Football Association stripped Terry of the captaincy without consulting the Italian.
Terry's absence will be less of a blow for England than for Chelsea, which hasn't won a game since he last played on Jan. 28 against QPR. Chelsea has slipped to fifth in the Premier League and tied Birmingham in the fifth round of the FA Cup on Saturday.
The 31-year-old Terry has been troubled by the knee injury since colliding with a post last month in the FA Cup against Portsmouth.
