Rival to World Bank, with India equal role













New Delhi, Sept. 7: India has convinced China and three other emerging economies to create a rival to the 68-year-old World Bank with equal contributions from the five members, rejecting Beijing?s proposal to give more than the rest which would have allowed it to dominate the institution.

The New Development Bank, as the initiative by Brazil, Russia, India, China and South Africa will be called, will start with a capital of $50 billion. The five nations took the decision on the sidelines of the G20 summit near St Petersburg, which was attended by Prime Minister Manmohan Singh.

The rejection of China?s proposal comes after months of quiet but persistent Indian lobbying with the other members of BRICS, as the five-nation grouping is called. Eventually, this resulted in an agreement during the global conclave in Russia, senior Indian officials told The Telegraph.

?We just couldn?t agree to a development bank dominated by one country,? an official said. ?That would have ended up being no different from the institutions and financial systems the New Development Bank is trying to present an alternative to.?

Although differences between the BRICS countries persist on elements of the bank?s future and even its location, these nations see the institution as a key component of an alternative to the West-dominated financial system put in place after the Second World War.

While India and other BRICS countries have turned to the World Bank and the International Monetary Fund for assistance in the past, developing nations have frequently complained about the perceived hegemony of the US and other developed nations over these institutions.

In Durban in March, the five nations ? home to about 3 billion people or 40 per cent of the world?s population ? had decided on a Contingent Reserve Agreement. Under this, they were to create a $100-billion fund that each member could dip into during financial emergencies.

Loosely a BRICS parallel to the International Monetary Fund, the reserve will have differential capital put in by the various members. China, by far the largest of the BRICS economies, will pitch in with $41 billion; Russia, Brazil and India will each contribute $18 billion; and South Africa will give $5 billion.

But unlike the development bank, the contingency reserve did not become the focus of diplomatic tussles. Only the five members can dip into it, and it needs no physical infrastructure ? the central bank of each BRICS nation will simply set aside its contribution.

In contrast, the development bank, first pitched formally a year ago, can emerge as an actual rival to the World Bank because all countries, especially other nations in the developing world, can seek assistance from it.

?The development bank is a diplomatic tool to raise the global influence of the BRICS countries,? a Brazilian diplomat in New Delhi said.

When China proposed an initial capital of $100 billion for the development bank, of which it was willing to contribute half, India opposed the move. Over the past six months, India worked to bring the other BRICS nations on its side, officials said.

Russia was the first to be persuaded, followed by Brazil. South Africa, which has the smallest economy among the grouping?s members, eventually came on board. Each member will now contribute $10 billion for an overall capital of $50 billion.

But differences remain over the leadership structure of the bank, and over who will host its headquarters.

With six London clubs currently plying their trade in England?s Premier League, there will be plenty of local derby matches to look forward to this season.? None of these fixtures, it can be argued, will be more fiercely contested than those between Arsenal and Tottenham Hotspur.? The return of The Recently More Diplomatic One will have injected some spice into already key games with perennial title hopefuls Chelsea, but there is still something special about the north London rivalry.? With only four miles separating the stadiums and only two points total in the last two seasons separating the teams, any historic animosity has only been ignited further.

With one tedious and protracted transfer window and a 1-0 to the Arsenal already in the books, it?s clear that both Arsenal and Spurs face pivotal seasons.? Arsene Wenger is in the last year of his contract and currently on an eight year trophyless streak.? Andre Villas-Boas has thrown the check book, kitchen sink and Gareth Bale at the transfer window and would surely not survive another finish outside of the top four. Both managers are under enormous pressure to deliver in an increasingly competitive league.? What remains to be seen is which of their footballing philosophies will bear fruit.

For the first time in many summers, Arsenal fans didn?t have to endure the slow but inevitable departure of their star player (and usually the club captain to boot). Spurs fans, by contrast, spent the majority of it with one eye on a stage at the Bernabeu and the other on Twitter as a steady stream of new players joined their ranks. In an effort to mitigate the loss of their talisman Bale, Spurs went about their summer business aggressively and swiftly brought in seven very good signings.? Arsenal, usually so reluctant to acquire anything that isn?t French or free (or preferably both), obliterated their club transfer record at the last minute on one world-class playmaker.? It?s hard to imagine Wenger making such wholesale changes such is his preoccupation with team balance and stability. Wenger, so often criticized in the past for a lack of home grown players, is now betting on the evolution of a solid British core of Jenkinson, Ramsey, Wilshere, Walcott and Oxlade-Chamberlin. AVB?s expensive foreign revolution has only just begun.

So the period between now and the next transfer window in January will be a season within a season. Despite the Ozil transfer coup and the Flamini security blanket, Arsenal are still considered light in numbers and their thin squad must navigate a very tricky UEFA Champions League group. Spurs must hope that their new signings bed in quickly and find a more convincing synchronicity and understanding than they have demonstrated so far.? Depending on what happens between now and 2014, both teams could find themselves squaring-off in another important transfer window.? Any serious injury to Giroud or freshman wobbles from Soldado would leave both sides worrying about goals.? With the majority of the much vaunted war chest still safely stashed under Wenger?s floorboards, combined with the draw of Ozil and a newly found penchant for spending, there could well be additional new faces at the Emirates.? Spurs will argue that they recouped much of their summer outlay from the massive Bale transfer fee and could still spend more, but surely must now have one eye on their increasing wage bill.

Whatever transpires in the interim, by the time these two sides meet again in mid-March it will be fascinating to see whether north London is still red or turning white.

Israel deploys missile defense near Jerusalem

The Israeli military has deployed an "Iron Dome" missile defense battery in the outskirts of Jerusalem.

Associated Press video footage showed the missile defense system positioned there Sunday afternoon. The Israeli military refused comment, citing operational protocol.

Israel is concerned that Syria, or a group allied with the regime like Hezbollah, could launch missiles at Israel if the U.S. attacks over its alleged use of chemical weapons against civilians.

Even though Israel believes it unlikely that Syria will attack the Jewish state, it is making preparations just in case. It has deployed air defense systems, drafted a small amount of reserve soldiers and is handing out gas masks.

The "Iron Dome" system has shot down hundreds of rockets launched by Hamas militants in the Gaza Strip at Israeli cities.

BJP, Modi ?damaging? to India?s secular ethos: Farooq Abdullah

Srinagar, Sept. 8 (ANI): Chairperson of Jammu and Kashmir National Conference Farooq Abdullah on Sunday alleged that the Bharatiya Janata Party (BJP) poses a ?dangerous? and ?damaging? threat to the country?s secular credentials, and reiterated that his party is strongly opposed to their ideology.

?As far as the National Conference goes, we have nothing to do with Modi?s nomination or the BJP. We want to stay as far as possible from them. We are not going to make any compromise on that,? Abdullah said.

?We believe that that will be dangerous and damaging to the Indian secular ethos,? he added.

Earlier today, a two-day high level ?Samanvay Baithak meeting? of Rashtriya Swayamsevak Sangh (RSS) and Bharatiya Janata Party (BJP) leaders began in New Delhi amidst speculations that BJP poll panel chief Narendra Modi likely to be declared as the Prime Ministerial candidate for the 2014 general elections.

According to reports, Rajnath Singh, who held back the announcement in the hope of achieving unanimity on Modi, has decided to go ahead despite continuing reservations from a couple of senior leaders.

He conveyed his readiness to RSS chief Mohan Bhagwat on Wednesday and followed that up by apprising former BJP chief Murli Manohar Joshi of the same on Thursday.

The BJP President had earlier said the criticism of Modi has increased after he was made the party?s campaign committee chief, and added that such attacks by the political opponents would increase in the days to come. (ANI)

College roundup: Miami boosts ACC's bragging rights

Miami made it two big victories for the Atlantic Coast Conference against the Southeastern Conference in the first two weeks of the college football season.

The Hurricanes beat mistake-prone No. 12 Florida 21-16 on Saturday. Add that to Clemson's victory against Georgia and the ACC can come away feeling good about its early season showing against the league that has won the last seven national championships.

Ultimately, it was a split of four spotlight matchups. No. 1 Alabama beat Virginia Tech handily and South Carolina whipped North Carolina in the opening weekend of the season.

But considering all the grief the ACC generally takes for not being able to stand up to the mighty SEC, .500 is looking solid.

"How about that ACC? Spunky little old league?" Clemson coach Dabo Swinney said after his Tigers had an easy follow-up victory against South Carolina State on Saturday.

Miami needed a lot of help from Florida.

The Gators had five turnovers and numerous empty trips to the red zone. Florida outgained Miami 413-212, but Stephen Morris threw a couple of TD passes and the Hurricanes held on.

NO. 2 OREGON 59, VIRGINIA 10

CHARLOTTESVILLE, Va. (AP) -- De'Anthony Thomas ran for 124 yards and three touchdowns, Marcus Mariota threw for two touchdowns and ran 71 yards for another score, and Oregon started fast and completely manhandled Virginia.

The Ducks (2-0), who gained a school-record 772 yards last week in beating Nicholls State, looked capable of doing it again against a Virginia defense that hoped to keep the Cavaliers in the game. Oregon finished with 557 yards and did all its scoring while possessing the ball for just 21:25.

Virginia (1-1) got an early look at what it was up against as Mariota dropped back on a third-and-5 on the opening series, then bolted up the middle untouched, going 71 yards for a touchdown.

After 1:51, the Ducks were on their way to their 16th consecutive victory on their opponent's field, the longest streak in the country.

NO. 3 OHIO ST. 42, SAN DIEGO ST. 7

COLUMBUS, Ohio (AP) -- Kenny Guiton took over when Braxton Miller left with a sprained left knee, running for one touchdown and passing for two while leading Ohio State over San Diego State.

Miller watched the last three quarters from the sideline after being sandwiched between two tacklers on the Buckeyes' seventh offensive play. The Buckeyes (2-0) didn't need him.

Guiton, who helped save Ohio State's 12-0 season a year ago, had the most playing time he's ever had in a game. He set career bests with 19 of 28 passing for 152 yards and 83 rushing yards.

It was another disappointing outing for the Aztecs (0-2), who lost 40-19 to FCS Eastern Illinois at home in their opener.

Guiton came in having completed 14 of 25 passes for 144 yards and two touchdowns with two interceptions in his 16 career games. He had totaled 59 yards rushing on 14 attempts.

NO. 4 CLEMSON 52, SOUTH CAROLINA ST 13

CLEMSON, S.C. (AP) -- Tajh Boyd ran for a touchdown and Clemson returned two interceptions for scores for the first time in program history in a win over FCS opponent South Carolina State.

Boyd finished 14-of-23 passing for 169 yards after accounting for five TDs a week ago and becoming a prime Heisman Trophy contender as the Tigers (2-0) defeated No. 11 Georgia 38-35.

In this one, Boyd scored Clemson's first touchdown and played only a half against the Bulldogs (0-2) before finding a spot on the Death Valley sidelines next to offensive coordinator Chad Morris. That was more than enough, though, for Clemson to move to 27-0 all-time against FCS teams.

Cornerbacks Martin Jenkins and Darius Robinson each had pick-6 scores to help the Tigers to a 38-7 lead by halftime.

Backup Cole Stoudt had three touchdown passes, two to reserve Germone Hopper, in the blowout.

NO. 7 TEXAS A&M 65, SAM HOUSTON ST. 28

COLLEGE STATION, Texas (AP) -- Johnny Manziel threw for 426 yards and three touchdowns and ran for another score in less than three quarters to give Texas A&M a win over Sam Houston State.

The Heisman Trophy winner played about a quarter more than he did last week when he sat out the first half for A&M (2-0) serving a suspension for what the school called an "inadvertent" violation of NCAA rules involving signing autographs.

The Aggies' suspension-depleted defense was burned for several big plays by the Bearkats, the FCS runner-up the last two seasons, in the final tuneup before next week's rematch with No. 1 Alabama.

Timothy Flanders had 170 yards rushing with two scores and a TD catch for the Bearkats (1-1).

Texas A&M's Mike Evans had a career-high 155 yards receiving, Tra Carson ran for 51 with two touchdowns and Ben Malena had 68 yards rushing and a score.

NO. 8 LOUISVILLE 44, E. KENTUCKY 7

LOUISVILLE, Ky. (AP) -- Teddy Bridgewater threw for 397 yards and four touchdowns, and Louisville routed Eastern Kentucky on a day the Cardinals' defense just missed it second straight shutout.

Linebacker Preston Brown had two sacks for Louisville, and Calvin Pryor had an interception as Louisville limited Eastern Kentucky (1-1) to 76 yards of total offense in the first half.

Following the noon kickoff, Louisville (2-0) settled for a pair of field goals from John Wallace after turnovers gave the offense short fields. The Cardinals also settled for a third field goal in the third quarter despite reaching Eastern Kentucky's 4.

Bridgewater hit his first five passes and wound up 23 of 32 with no interceptions after throwing five touchdowns with one interception in the opener. He tossed TD passes to Damian Copeland, and two to DeVante Parker and Gerald Christian while connecting with eight different receivers.

NO. 9 LSU 56, UAB 17

BATON ROUGE, La. (AP) -- Zach Mettenberger passed for an LSU single-game record five touchdowns, receiver Odell Beckham Jr. scored one of his four touchdowns on a 100-yard field goal return, and the Tigers overwhelmed UAB.

LSU coach Les Miles also decided to end running back Jeremy Hill's benching in the second quarter of the second game of the season. Hill, who was arrested last spring for landing a punch outside a bar, scored on a 3-yard run on his first carry.

Mettenberger finished 16 of 19 for 282 yards and was not intercepted. Beckham's 136 yards and three TDs receiving were both career highs. He led LSU (2-0) with 331 all-purpose yards.

Darren Reaves and Jamarcus Nelson each had touchdowns in the first half for UAB (0-2).

NO. 11 GEORGIA 41, NO. 6 SOUTH CAROLINA 30

ATHENS, Ga. (AP) -- Aaron Murray threw for 309 yards and four touchdowns, Georgia's beleaguered defense finally came up with a stop, and the Bulldogs defeated South Carolina for an early edge in the Southeastern Conference East.

Coming off a 38-35 loss at Clemson, Georgia could not afford another defeat if it wanted to remain a serious contender for a national title.

Murray took care of that, turning in one of the best games of his career. The fifth-year senior capped his stellar day for the Bulldogs (1-1, 1-0 SEC) with an 85-yard touchdown pass to Justin Scott-Wesley with 13 minutes remaining.

The defense made sure it stood up, stuffing Mike Davis on fourth-and-goal from inside the 1.

MIAMI 21, NO. 12 FLORIDA 16

MIAMI GARDENS, Fla. (AP) -- Stephen Morris threw two first-quarter touchdown passes, and Miami took advantage of Florida giving the ball away on four red-zone opportunities on the way to knocking off the Gators.

Duke Johnson added a 2-yard touchdown run with 3:29 left to make it 21-9 Miami (2-0), which has won four straight games for the first time since 2008 and will almost certainly return to the AP Top 25 on Sunday for the first time since 2010.

Jeff Driskel threw for a career-best 291 yards and had a 21-yard touchdown pass to Solomon Patton with 2:08 left for the Gators (1-1), who lost three fumbles, had two passes intercepted and were stopped once on downs. Driskel also ran for a touchdown.

But Driskel also turned the ball over twice in the fourth quarter.

NO. 13 OKLAHOMA STATE 56, UTSA 35

SAN ANTONIO (AP) -- New starter J.W. Walsh completed his first 10 passes and finished 24-of-27 for 326 yards with four touchdowns to lead Oklahoma State over UTSA.

It's the fourth start for the sophomore Walsh, his first this season after a quick relief performance for Clint Chelf last week. With his speedy start against a Roadrunners team entering its third season of football, Walsh led the Cowboys (2-0) to TDs on five of six first-half possessions.

UTSA (1-1) tied the score 7-7 when Kenny Bias scored on a 6-yard run with 4:22 left in the first quarter. But Walsh scored from 4 yards out in the second and the Cowboys led 35-7 at halftime.

Walsh left with six minutes left in the third and the Cowboys up 42-7.

Eric Soza threw three TDs in the fourth quarter for UTSA and finished 24 of 41 for 308 yards, with three interceptions.

NO. 16 OKLAHOMA 16, WEST VIRGINIA 7

NORMAN, Okla. (AP) -- Brennan Clay had a career-high 170 yards rushing and Oklahoma overcame a second-half quarterback switch to beat West Virginia.

The Sooners (2-0, 1-0 Big 12) scored the game's final 16 points after trailing 7-0 in the first quarter. Freshman quarterback Trevor Knight threw a pair of third-quarter interceptions, leading to junior Blake Bell taking over in the fourth.

Clay finished with 22 carries, leading an Oklahoma offense that had 316 yards rushing and topping his previous best of 157 yards against Iowa State in 2012.

Paul Millard was 21-of-42 passing for 218 yards for the Mountaineers (1-1, 0-1), whose lone score came on a 75-yard touchdown run by Dreamius Smith in the first quarter.

NO. 19 NORTHWESTERN 48, SYRACUSE 27

EVANSTON, Ill. (AP) -- Trevor Siemian threw for 259 yards and a career-high three touchdowns, and Kain Colter passed for a score and ran for another to lead Northwestern over Syracuse.

Tony Jones added a personal-best 185 yards receiving and a 47-yard TD, and the Wildcats (2-0) racked up 581 yards on offense. They also intercepted Syracuse's Drew Allen four times.

Northwestern scored the game's first 20 points and led 34-7 at the half after amassing 387 yards, with their quarterbacks picking apart Syracuse (0-2).

They each completed 11 of 12 passes in the first half, and Colter seemed to be fine after suffering a concussion last week at California. He was 15 of 18 for 116 yards and ran for 87 yards.

Allen was 27 of 41 with 279 yards, and the Orange will now try to pick themselves up against Wagner and Tulane before beginning Atlantic Coast Conference play against Clemson.

NO. 21 WISCONSIN 48, TENNESSEE TECH 0

MADISON, Wis. (AP) -- Melvin Gordon ran for 140 yards and a score, and Wisconsin's overpowering defense got its second straight shutout with a win over FCS school Tennessee Tech.

Joel Stave was 24 of 29 for 219 yards with three touchdowns and an interception, while defensive back Darius Hillary set the tone early by forcing a fumble that set up a score for the Badgers (2-0).

The early-season tuneup went about as well as could be expected for first-year coach Gary Andersen, who's breaking in a new 3-4 defense in Madison. Wisconsin had no problems against the Golden Eagles (1-1), whose spread offense got outmuscled by the bigger Badgers.

Including Gordon, three backs went over 100 yards for the second straight game. Gordon accumulated all his stats in the first half on nine carries. He had more yards rushing by himself than Tennessee Tech had in total offense (83) at halftime.

NO. 22 NEBRASKA 56, S. MISSISSIPPI 13

LINCOLN, Neb. (AP) -- Stanley Jean-Baptiste and Ciante Evans returned first-quarter interceptions for touchdowns and Nebraska made quick work of Southern Mississippi in the victory.

Taylor Martinez threw for three touchdowns and Ameer Abdullah ran for two more for the Cornhuskers (2-0), who now turn their attention to next week's home game against No. 18 UCLA.

Jean-Baptiste jumped in front of Rickey Bradley Jr. just as Allan Bridgford's pass arrived on the third play of the game and ran it back 43 yards. Evans put the Huskers up 21-3 with the first of his two interceptions, catching a ball tipped by Tyre'oune Holmes and going 22 yards to the end zone.

It was a solid rebound for a Nebraska defense that surrendered 602 yards in a 37-34 win over Wyoming last week.

The Golden Eagles (0-2) lost their 14th straight, the longest current skid in the FBS.

NO. 23 BAYLOR 70, BUFFALO 13

WACO, Texas (AP) -- Bryce Petty threw for 338 yards and two touchdowns, Lache Seastrunk ran for 150 yards with three scores and Baylor's first-team offense had 576 total yards in only 11 minutes with the ball in a rout of Buffalo.

The starters for the Bears (2-0) had eight touchdowns in their nine drives. The only non-scoring drive was when they had the ball at the end of the first half.

Baylor finished with a school-record 781 total yards and topped the 69 points scored a week earlier in what had been the most for the Bears since 1929.

Alex Neutz had six catches for a career-high 197 yards for Buffalo (0-2).

Petty completed 13 of 16 passes, and two of his incompletions were balls caught but ruled out of bounds. He also ran for a score.

NO. 24 TCU 38, SE LOUISIANA 17

FORT WORTH, Texas (AP) -- Trevone Boykin led three straight scoring drives after starter Casey Pachall left with an injury game, and TCU pulled away from Southeastern Louisiana.

Pachall appeared to injure his left arm or wrist at the end of a running play late in the second quarter. Boykin ran 16 yards on the next play, and Jaden Oberkrom ended the first half with a 46-yard field goal that put the Horned Frogs (1-1) ahead 17-14.

Boykin completed a 29-yard pass to Brandon Carter on the first play of the second half, and Carter finished that drive with a 5-yard scoring run. Then Boykin threw 27 yards to Josh Doctson for a 31-14 lead.

Bryan Bennett had 132 yards passing and another 132 rushing for the Lions (1-1), who had never scored more than 10 points in five games against BCS teams since bringing back football in 2003.

      The notion that there is nothing new under the sun can be both a blessing and a curse to musicians. On the one hand, it absolves artists from any nagging sense that they have to reinvent the wheel with every new project. On the other, it makes innovation seem like a fool's errand. Seattle songwriter Chris Cheveyo embraces this blessing, but with his compatriots in Rose Windows, he also defies the curse. The band follows standard Western traditions in their instrumentation, using the basic tools employed in past decades of American and British rock music. Elements of The Band's folk-infused rock, The Doors organ-driven psychedelia, and Black Sabbath's blues-based dirges can be heard in Rose Window's debut album The Sun Dogs. But the septet's curiosity goes much further than a few well-chosen classic rock records. The band devoured Persian, Indian, and Eastern European music, studying the beautiful and strange paths taken by visionaries and renegades in other corners of the globe, and incorporated the revelations learned in the process into their sound. In doing so, The Sun Dogs challenges the assumption that all creative territories have been mapped out and charted. While Rose Windows aren't interested in making music of the future, one reviewer was wise enough to note "a sound like this would not be possible in any other time."

      The genesis of Rose Windows started Fall 2010 in a house in Seattle's Central District, where Cheveyo found himself tiring of the limited palette of his prior heavy post-rock project. Though interested in new sonic possibilities, he was turned off by experimental music's lazy reliance on "knob-turning." His explorations became less about possibilities associated with new technology and more about studying various avenues of the past. The project began with a few rough demos done alone at home and slowly began to take shape as the band amassed members. Bandmates were mainly musician friends who wandered through the house. Rabia Shaheen Qazi's enchanting and exotic voice was the first component added to the fray. Roommate David Davila was asked to play piano and organ. Former bandmates Nils Petersen and Pat Schowe were enlisted for electric guitar and drums. Frequent houseguests Richie Rekow and Veronica Dye were brought on board for bass and flute. Rose Windows began playing out, fluidly sharing the stage with underground art-metal bands one night and popular indie Americana acts the next.

      Label-less at the time, Rose Windows began making plans for recording The Sun Dogs in November of 2011. The band sought out local producer Randall Dunn based on his past success in harnessing the electric power of SunnO))) and Boris, the bleak twang of Earth, and the shamanistic acid-trips of Master Musicians of Bukkake. Dunn's penchant for musical anthropology proved the perfect match for the band, with their mutual curiosity and artistic ambition broadening the scope of the album. Other local musicians were brought on board to add harp, pedal steel, viola, and cello. Dynamics were expanded. Boundaries were pushed.

      Musically, The Sun Dogs is an album based on the idea of sifting through the past, extracting bits and pieces, and re-imagining these into new forms. It's about observing and building upon musical traditions. Thematically, Cheveyo describes The Sun Dogs as being about "the everyday blues that capitalism and its hit man, religion, bring on all of us." More specifically, he sees The Sun Dogs as an acknowledgment of the circular nature of the rat race, learning to accept the evil in the world, taking joy wherever we can, and ultimately disavowing traditions of exploitation and violence. That search for finding light in the dark is perfectly captured in the album opener "The Sun Dogs I: Spirit Modules," as the ominous verses uncoil into beautifully lush string arrangements and vocal harmonies. "Native Dreams" displays the band's affinity for both exotic melodies and bold distorted guitar riffs, all while Qazi describes the encroachment of one culture upon another by singing of "spirit warriors" surrounding a sleeping camp. "Walkin' With a Woman" conjures the old blues tale of encountering the devil at the crossroads while culling motifs from classic psych and prog records. Songs like "Heavenly Days" and "Season of Serpents" offer a counterpoint to the foreboding moments on The Sun Dogs, with folk-steeped guitars, gentle pedal steel, and graceful choruses painting a picture of those moments of joy and grace in the midst of the world's evil. These moments of respite make the foreign melodies, menacing mysticism, and blown-out riffs on songs like "This Shroud" all the more disquieting. But ultimately "The Sun Dogs II: Coda" ends the album with a ray of light, with the alternating major and minor chords on acoustic guitar, lilting piano lines, "Kashmir"-esque strings, and full-band vocal harmonies burning off the gloom.

      Rose Windows have already toured the West Coast several times, and with the release of The Sun Dogs, the band plans much more. In the meantime, they continue their search?delving into archives of long-lost albums, learning more about their craft from renowned local musicians, and charting their own path in an ancient art.

      Tired of the troubling news from the damaged Fukushima nuclear power plant in Japan, an Edmonds man is trying to petition President Obama to do something about the calamity.

      ?Over 900 days have passed and every day, radioactive water is pouring into the ocean,? said Kenan Kelley, a musician who started the online petition ten days ago.

      He has 2,000 signatures, and needs 100,000 on his web plea to get the White House to respond.

      ?Many people seem to think it?s getting handled,? Kelley said. ?It?s not.? This is the story of the century.?

      The Fukushima facility suffered a triple meltdown in the 2011 Japanese tsunami.? Since then, officials have tried to contain the ongoing radioactive disaster with little results.? Two weeks ago, the plant?s operator, Tokyo Electric Power Company, indicated 300 tons of highly radioactive water had leaked into the Pacific Ocean.

      Monday, Japan?s top nuclear regulator raised safety concerns about the hastily built radioactive water storage tanks after more leaks were found by TEPCO.

      ?The disaster is truly continuing,? explained Gerry Pollet, a Washington state representative and director of Heart of America Northwest, a nuclear power watchdog.

      TEPCO, Pollet said, ?not only doesn?t know what it?s doing, but it keeps engaging in cover-ups.?

      ?People don?t understand that the cost of just stopping Fukushima from being a Chernobyl is going to be tremendous,? Pollet said.

      Pollet?s concern is the fish caught near Japan and eventually, in the Pacific Ocean, will be more contaminated with radioactivity and end up in the homes of Americans.

      The belief is shared by Kelley, who hopes his petition will force more attention on the issue.

      ?We the people of earth demand decisive action,? said Kelley, reading his petition, ?The United States has an obligation as leader of the free world to begin this now.?

      Syria refugees top 2 million, US argues for strike

      BEIRUT (AP) ? The number of refugees fleeing Syria's violence has surpassed the 2 million mark, the U.N. refugee agency said Tuesday, as top U.S. officials prepared to argue before a key Senate committee for a punitive strike against the regime of Syrian President Bashar Assad.

      Earlier, the U.S. administration won backing from French intelligence and reportedly also from Germany's spy agency for its claim that Assad's forces were responsible for suspected chemical weapons attacks on rebel-held areas near Damascus that are believed to have killed hundreds of Syrian civilians.

      A nine-page intelligence synopsis published by the French government Monday concluded that the regime launched the Aug. 21 attacks involving a "massive use of chemical agents" and could carry out similar strikes in the future.

      In Germany, the news magazine Der Spiegel reported that the Federal Intelligence Service (BND) also believes Assad's regime was behind the attacks. On its website, the magazine reported that BND head Gerhard Schindler recently told top government officials in a secret briefing that while the evidence is not absolutely conclusive, an "analysis of plausibility" supports the idea of the Syrian government as the perpetrator.

      The Assad regime has denied using chemical weapons, blaming rebels instead. Neither the U.S. nor Syria and its allies have presented conclusive proof in public.

      The Obama administration insists it has a strong case against the Assad regime and that chemical weapons use must not go unpunished. Last week, President Barack Obama appeared poised to authorize military strikes, but unexpectedly stepped back to first seek approval from Congress, which returns from summer recess next week.

      Since then, the administration has relentlessly lobbied Congress for support in the most important foreign policy vote since the Iraq war a decade ago. Members of Obama's national security and intelligence teams have been holding classified, closed-door briefings for members of Congress. More sessions were scheduled for Tuesday, Thursday and Friday.

      Also Tuesday, Secretary of State John Kerry, Defense Secretary Chuck Hagel and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, are to testify publicly before the Senate Foreign Relations Committee. Obama, meanwhile, is to meet with leaders of the House and Senate armed services committees, the foreign relations committees and the intelligence committees.

      The Syria conflict erupted in March 2011 with a popular uprising against Assad that quickly escalated into a civil war that has killed more than 100,000 people.

      The U.N. refugee agency announced Tuesday that the number of Syrians who have fled the country has surpassed the 2 million mark.

      Along with more than four million people displaced inside Syria, this means more than six million Syrians have been uprooted, out of an estimated population of 23 million.

      Antonio Guterres, the head of the Office for the U.N. High Commissioner for Refugees, said Syria is hemorrhaging an average of almost 5,000 citizens a day across its borders, many of them with little more than the clothes they are wearing. Nearly 1.8 million refugees have fled in the past 12 months alone, he said.

      The agency's special envoy, Angelina Jolie, said "some neighboring countries could be brought to the point of collapse" if the situation keeps deteriorating at its current pace. Most Syrian refugees have fled to Jordan, Lebanon and Turkey.

      Despite the grim toll, Assad has not shown any signs of backing down.

      Assad and some in his inner circle are from Syria's minority Alawites, or followers of an offshoot of Shiite Islam, who believe they would not have a place in Syria if the rebels win. Most of those trying to topple Assad are Sunni Muslims, with Islamic militants, including those linked to the al-Qaida terror network, increasingly dominant among the rebels.

      In an interview with the French newspaper Le Figaro on Monday, Assad challenged the West to present proof of his regime's alleged involvement in the purported chemical weapons attacks.

      "If the Americans, the French or the British had a shred of proof, they would have shown it beginning on the first day," he said, deriding Obama as "weak" and having buckled to U.S. domestic political pressure.

      "We believe that a strong man is one who prevents war, not one who inflames it," Assad said.

      However, the German intelligence assessment, as reported by Der Spiegel, said only the Assad regime would have been capable of launching the attacks.

      Kerry has said the U.S. has evidence the nerve agent sarin was used in the attacks. Schindler, the German intelligence chief, said in his briefing that only the regime has sarin at its disposal and that only experts of the regime could mix the agents and use them with small rockets, Der Spiegel wrote.

      The BND believes the regime has used chemical weapons before, but that a more diluted mix was used in the earlier attacks, the magazine wrote. Schindler raised the possibility that a more toxic mix may have been inadvertently loaded into the shells fired on Aug. 21 on rebel-held areas west and east of Damascus, Der Spiegel reported.

      The German spy agency also intercepted a phone call in which a senior official from the Lebanese militia Hezbollah told Iranian diplomats that Assad had miscalculated by ordering the sarin attack, Der Spiegel said. Hezbollah and Iran are Assad allies.

      The U.S. claims that at least 1,429 people were killed in the Aug. 21 attacks, including more than 400 children. The Britain-based Syrian Observatory for Human Rights, which collects information from a network of anti-regime activists, says it has so far only been able to confirm 502 dead.

      Report: Ex-NFL players wanted $2 billion in concussion lawsuit settlement

      As the details emerge in the settlement between the NFL and more than 4,000 former players and their families, it would appear that the amount the league will pay out ? $765 million plus legal fees over the next 20 years ? is a better deal for the players and families than many originally believed. The league was under fire for allegedly hiding its knowledge of the long-term effects of head trauma over a number of years, and it offended the sensibilities of many that the men who played the game and suffered far more than they ever expected received less than 1/10th of the NFL?s gross profit in the 2012 season.

      But in a Sunday report from ESPN?s Steve Fainaru?and?Mark Fainaru-Wada, it?s revealed the plaintiffs had asked for much more and the likelihood that they?d get it was marginal, at best. The players? side wanted just over $2 billion, and as the Fainaru/Fainaru-Wada report indicated, the NFL started from about zero in its discussions.

      U.S. District Judge Anita Brody, who must still sign off on the recent agreement, apparently told the two sides that she was ready to agree with the NFL?s contention that many who played during the former collective bargaining agreement ? those who played from 1994 through 2010 ? should be excluded. This would have eliminated a huge percentage of the plaintiff pool, and scuttled the class-action aspect of the claim. Brody also said that since the league?s concussion committee wasn?t formed until 1994, those remaining in the suit would have a tough time proving any fraud allegations.

      The NFL was looking at the public relations nightmare of a long legal fight, and a discovery process that may have revealed the full scale of the NFL?s frequently shoddy handling of head trauma over the years. NFL Commissioner Roger Goodell was excoriated by Congress in an Oct. 2009 hearing in which Goodell vaguely tried to reinforce the league?s commitment to a safer game, and the questionable longtime standing of Dr. Elliot Pellman as a major player in the NFL?s diagnostic process.

      In 2003 and 2004, Dr. Pellman published a number of articles in the scholarly journal Neurosurgery, edited by New York Giants neurological consultant Mike Apuzzo, in which it was asserted that NFL players showed no decline in brain function after concussions, and that there was no increased risk after multiple concussions. Pellman, who still works with the league in a limited capacity, was very likely the plaintiffs? smoking gun ? if deposed in trial, his history of supposed obfuscation and league involvement might have rendered the CBA issue invalid.

      In the end, the plaintiffs settled for far more than was originally offered, and the league ponied up far more than it may have wanted. Both sides received a major benefit ? the players in desperate need of medical and financial help sooner than later will get it, and the lack of liability on the NFL?s side is a huge advantage in any related courtroom fights it may have in the future.

      Thus, a compromise like most others. Everyone was served to a point, and nobody was completely happy with the final score.

      (AP) ? The Obama administration on Sunday confidently predicted congressional backing for limited military action in Syria on Sunday and disclosed fresh evidence the Assad government used sarin gas in a deadly attack.

      Senior U.S. officials sought to lay out their case to divided lawmakers in a classified briefing as the countdown began to the biggest foreign policy vote since Congress authorized President George W. Bush to invade Iraq.

      In a series of interviews on the Sunday news shows, Secretary of State John Kerry said the case for intervention in Syria's 2?-year civil war was strengthening each day and that he expected American lawmakers to recognize the need for action when the "credibility of the United States is on the line."

      He said President Barack Obama has the authority to launch retaliatory strikes with or without Congress' approval, but Kerry stopped short of saying the president would do so if the House or Senate withholds support.

      "The stakes are just really too high here," Kerry said. "We are not going to lose this vote."

      Seeking to sharpen the argument for war, Kerry said the United States has received hair and blood samples from first responders indicating that Syria's government forces used sarin in its Aug. 21 attack in the Damascus suburbs.

      It was the first piece of specific physiological evidence cited by the administration, which previously cited only an unnamed nerve agent in the killing of 1,429 civilians, including more than 400 children. The U.S. says such chemical weapons use compels an international response.

      Washington has struggled to rally allies to its cause, however, with only France firmly on board among major military powers. Stalwart ally Britain cannot be counted on after Parliament rejected using force in a vote last week. That could be a harbinger of the difficult task ahead for the Obama administration as it seeks Congress' approval for cruise missile strikes and other limited measures once lawmakers return from summer break, which is scheduled to end Sept. 9.

      A little more than a year ago, Obama declared that Assad's use of chemical weapons would be the "red line" in a conflict that he has steadfastly avoided. But Obama deferred any immediate action Saturday by announcing that he first would seek congressional authorization.

      Senior administration officials were briefing members of Congress in private later Sunday. Further classified meetings would be held over the next three days, Kerry said. The Senate Foreign Relations Committee plans a Tuesday hearing.

      Navy ships are on standby in the Mediterranean Sea ready to launch missiles.

      Obama is likely to find strong support in the Democrat-controlled Senate but a tougher fight in the GOP-dominated House.

      Despite the intense gridlock on Capitol Hill over debt reduction, health care, immigration and other issues, at least some senior lawmakers said the president should be able to cobble together a strong enough coalition of moderate and hawkish members of both parties to defeat anti-war Democrats and tea party-backed Republicans opposed to intervention.

      "We cannot make this about the president versus the Congress. This isn't about Republicans versus Democrats. This has a very important worldwide reach," said Rep. Mike Rogers, R-Mich., the chairman of the House Intelligence Committee. "At the end of the day, Congress will rise to the occasion," he said, but added that "it's going to take that healthy debate to get there."

      GOP Rep. Peter King of New York, who criticized Obama for not proceeding immediately against Assad, predicted a tougher challenge. "I think it is going to be difficult," said King, citing the rising "isolationist" tendency among members of his party.

      A leader of that faction, Sen. Rand Paul of Kentucky, said he expected the Senate to "rubber-stamp" what Obama wants. "But I think the House will be a much closer vote," he said, saying the balance was "at least 50-50 whether the House will vote down involvement in the Syrian war."

      Late Saturday, the White House sent Congress a draft resolution authorizing force against Syria to "deter, disrupt, prevent and degrade" the Assad regime's ability to use chemical weapons. It doesn't lay out a timeline for action or detail Obama's strategy.

      Kerry reiterated Obama's oft-repeated promise not to send any American troops into Syrian territory, a reflection of the president's own aversion to getting too deeply involved in a conflict that has killed more than 100,000 people and drawn in terrorist organizations on both sides of the battlefield.

      Polls also show significant opposition among Americans to involvement after a decade of war in the Muslim world, and several officials have cited the faulty intelligence about weapons of mass destruction that led up to the Iraq war as justification of the need for lengthy debate before U.S. military action.

      Kerry, who voted to authorize Bush's 2003 Iraq invasion but then opposed the war in his unsuccessful presidential bid a year later, rejected any comparisons to those conflicts.

      "This is not Iraq. This is not Afghanistan. There is nothing similar in what the president is contemplating," Kerry said. "There are others who are willing to fight, others who are engaged. And the issue here is not whether we will go and do it with them, it's whether we will support them adequately in their efforts to do it."

      Asked repeatedly what Obama would do if Congress didn't give its consent, Kerry said, "The president has taken his decision."

      "He is not trying to create an imperial presidency," Kerry said. "I believe that in the end, Congress will do what is right."

      Administration officials said that until late Friday Obama appeared set on ordering a strike without first seeking Congress' approval. After a walk around the White House grounds with Chief of Staff Denis McDonough, the president told his aide he had changed his mind.

      Complicating efforts in Congress is the demand for even stronger action from Sens. John McCain of Arizona and Lindsey Graham of South Carolina, the leading Republican hawks in the Senate.

      McCain said he and Graham and others "will be wanting a strategy, a plan, rather than just we're going to launch some cruise missiles and that's it." McCain said he was invited to the White House by Obama to discuss Syria and planned to go there Monday.

      Kerry appeared on NBC's "Meet the Press," CNN's "State of the Union," CBS' "Face the Nation," ''Fox News Sunday" and ABC's "This Week." Paul was on NBC, Rogers was on CNN, King was on Fox and McCain on CBS.

      On Monday,?the pro-business Moscow daily Kommersant offered an explanation that, if true, answers that question and also raises a good many more about the role Russia may have played in the fugitive former CIA employee's flight from Hong Kong.?

      The newspaper's story, which it said was based on the accounts of unnamed Russian officials and other "informed sources," says that Mr. Snowden approached the Russian consulate in Hong Kong with a request for help, and even spent two days there before boarding the Aeroflot flight to Moscow with a US passport the Russians knew had already been cancelled by US officials.?

      Snowden failed to board an onward flight to Cuba the next day, the paper says, again citing Russian officials, because the US put intense pressure on Cuba, warning of "adverse consequences" if Snowden were allowed to board the plane. The Cubans subsequently informed Moscow that the regular Aeroflot flight would not be permitted to land in Havana if Snowden was aboard.

      "A Kommersant source who is close to the US State Department confirmed that Cuba was one of the countries whose authorities had been warned by the US that any assistance provided to Snowden will lead to 'adverse consequences.' Later Vladimir Putin said that the United States 'in fact, blocked [Snowden's] further flight' to Latin America," leaving him stuck in Russia.

      There seems little doubt that the US put on mega-pressure to convince nations not to help Snowden and were even apparently successful in convincing at least three European countries to deny their airspace to the official aircraft of Bolivian President Evo Morales as it left Moscow in early July, because US intelligence thought Snowden might be on board. ??

      But news that Cuba may have also succumbed to US warnings, though it has been suggested, has never before been confirmed.

      The paper offers little detail about Snowden's alleged sojourn in the Russian Hong Kong consulate, where he apparently even marked his 30th birthday.?

      "A Kommersant source in Russian state agencies admitted that Snowden was in the Russian diplomatic mission in Hong Kong before the flight to Moscow," the paper says.

      "But our source stressed that he spent only two days there. [The official] says the consulate did not reach out to Snowden, but rather Snowden himself appealed to the Russian Consulate-General stating that he intended to request asylum in a Latin American country, and showed a valid ticket on Aeroflot's flight to Havana, via Moscow, for?June 23."

      According to the source, "the fugitive said that due to his human rights activities his life was in serious danger, and he requested help, referring to the international convention on the rights of refugees."

      Russian experts say they believe the Kommersant story is substantially accurate.

      "It's pretty clear that Snowden planned his own actions, and knew what he was doing," says Viktor Baranets, a columnist on security issues for the Moscow daily Komsomolskaya Pravda.

      "On the other hand, I never thought Snowden's trip was a complete surprise for Russia. I believe our special services were watching him from the beginning. If Russian leaders say they know nothing, well, what would American leaders say if some Russian intelligence officer turned up in a US airport with secrets? I suspect everything happening around Snowden since he came here has been the result of political games," Mr. Baranets says.

      Alexander Konovalov, president of the independent Institute for Stategic Assessments in Moscow, says the Snowden saga shows that all the nations involved, including Russia, were reacting to moves made by a very smart fugitive who represents a cause that is new ? and probably unwelcome ? to all big governments.

      "I see a fair bit of sense in the Kommersant story," Mr. Konovalov says.

      "Until now I couldn't see how Russia walked smack into this Snowden affair. It struck me as very unprofessional," on the part of Russian authorities, he says.

      "After all, Snowden spilled his secrets to the Guardian, not to us. He wasn't looking to work with our special services at all, but to inform the world public about a threat he perceives...

      ?"Snowden, [Chelsea] Manning, [Julian] Assange are all a new type of people that nobody appears ready to deal with. In the past, people defected for ideological or more venal reasons, but these people are children of the new information society and believers in total freedom. Snowden probably frightens Putin as much as he scared the US establishment. Hence all the official confusion. But these people have followers in Russia, and around the world, and we probably need to expect more of this in future," he adds.

      India's Gandhi expected in U.S. for medical check-up -media

      NEW DELHI: Sonia Gandhi, president of the ruling Congress party, is expected to fly to the United States for a scheduled medical check-up, a news agency report saiad, just days after she took ill during a marathon parliament debate.

      "Her going to the U.S. for a medical check-up is due," the Press Trust of India (PTI) news agency quoted an unnamed senior party leader as saying.

      Gandhi, who underwent surgery in the United States for an undisclosed ailment in August 2011 flew there on Sept. 2 last year for a check-up. She went again in February this year, the PTI report said.

      There is a speculation she may fly there on Monday, it added.

      Last week, Gandhi, 66, returned home from a Delhi hospital after taking ill in parliament.

      She was led limping out of the Lok Sabha last Monday by her son and colleagues, and then taken by car to the All India Institute of Medical Sciences hospital in the capital.

      The Italian-born politician has played a slightly reduced public role since her treatment in 2011. She is still the world's sixth most powerful woman, Forbes magazine said last year.

      The party is usually very secretive about Gandhi's health, but several media reports said she had been treated for cancer at New York's Sloan-Kettering Cancer Center in 2011.

      The ruling Congress party's hopes for re-election next year rest on Gandhi and her son Rahul, who was named vice-president of the party earlier this year in anticipation of a greater role on the public stage.

      Bragging rights at stake in renewed rivalry between Miami Hurricanes, Florida Gators

      The undercards are finished.

      The 10th-ranked Gators powered past an explosive Toledo team 24-6 in their season opener Saturday, and sophomore sensation Duke Johnson propelled the Hurricanes to a 34-6 victory over a pedestrian FAU bunch on Friday to begin the University of Miami?s season.

      Now it?s time for the main event.

      It?s Florida-Miami week.

      Just one week into the 2013 season, the Gators and Hurricanes square off in a pivotal in-state matchup ? each fighting for bragging rights, recruiting ground and respect.

      Basically everything except the old Seminole War Canoe.

      ?It?s a big one,? Gators quarterback Jeff Driskel said. ?They?re a good team.?

      Said Marcus Roberson, UF cornerback and former Fort Lauderdale St. Thomas Aquinas standout, ?It?s gonna be fun for all of us.?

      And, hopefully, for the fans, too.

      The Gators and Canes last played in 2008, and Saturday?s matchup could be the final regular-season meeting for a long time.

      The two powerhouse programs once played an annual rivalry game ? every season from 1938 to 1987 (except for 1943, when UF didn?t have a football team) ? but Florida discontinued the regular-season series in 1987, and the schools have met just five times since 2000.

      UM, winners of four of the past five, dropped the series? most recent meeting in 2008 ? a blowout win for UF (26-3), and a game in which former Gators coach Urban Meyer infamously kicked a late field goal to the dismay of ex-Canes coach Randy Shannon.

      But bad blood dissipates over time, and now the two programs simply rest in very different circumstances.

      Saturday?s matchup is the ultimate juxtaposition of style and stature.

      After several subpar seasons, Florida is once again among the nation?s elite. Under coach Will Muschamp?s guidance, the Gators are projected to compete for a national title, bullying foes with a superb defense and a ground-and-pound attack. It?s an ugly, yet successful formula.

      In its win over Toledo, UF rushed for 262 yards and held the nation?s No. 32 offense in 2012 to 205 total yards, six points and just a single third down conversion (1 of 13) ? even though two top defenders (Antonio Morrison and Loucheiz Puifoy) missed the game because of suspension.

      Although Florida?s offense remains a work in progress, the Gators did flash potential improvements in the season opener, as well as display some new toys for offensive coordinator Brent Pease.

      Fullback Gideon Ajagbe ? nicknamed postgame the ?Nigerian Nightmare? by teammates ? tailback Mack Brown and scat-back Valdez Showers all emerged as quality offensive pieces missing a season ago.

      Florida?s penalty problem popped up again, as did inconsistent offensive line play.

      ?We got to get that out of our system, and I?ve been saying that for three years,? Muschamp said. ?But the best thing about being 1-0 is a chance to be 2-0. We?ll look at the film and make the corrections for a really good Miami football team.?

      Overall, Muschamp was pleased with his team?s effort but admitted they have to play even better against Miami.

      ?They always say your best improvements are from Week?1 to Week 2,? he said. ?We hope that old adage continues.?

      Meanwhile, Miami is engineered by a high-octane offense, led by Johnson and experienced quarterback Stephen Morris. The Canes defense played well against FAU, especially rushing the passer, but Miami struggled mightily stopping the run in 2012 (No.114 nationally in rushing defense), and it remains to be seen whether UM can slow down UF?s bread-and-butter rushing attack.

      The Canes haven?t won 10 games in a season since 2003, but Al Golden?s team is desperate to reenter the national conversion. and a date with a top-10 former rival could be just that opportunity.

      ?It?s a big game because we?re in it,? UF linebacker Ronald Powell told GatorZone TV.

      Shots fired.

      It really is Florida-Miami week.
