Rival to World Bank, with India equal role













New Delhi, Sept. 7: India has convinced China and three other emerging economies to create a rival to the 68-year-old World Bank with equal contributions from the five members, rejecting Beijing?s proposal to give more than the rest which would have allowed it to dominate the institution.

The New Development Bank, as the initiative by Brazil, Russia, India, China and South Africa will be called, will start with a capital of $50 billion. The five nations took the decision on the sidelines of the G20 summit near St Petersburg, which was attended by Prime Minister Manmohan Singh.

The rejection of China?s proposal comes after months of quiet but persistent Indian lobbying with the other members of BRICS, as the five-nation grouping is called. Eventually, this resulted in an agreement during the global conclave in Russia, senior Indian officials told The Telegraph.

?We just couldn?t agree to a development bank dominated by one country,? an official said. ?That would have ended up being no different from the institutions and financial systems the New Development Bank is trying to present an alternative to.?

Although differences between the BRICS countries persist on elements of the bank?s future and even its location, these nations see the institution as a key component of an alternative to the West-dominated financial system put in place after the Second World War.

While India and other BRICS countries have turned to the World Bank and the International Monetary Fund for assistance in the past, developing nations have frequently complained about the perceived hegemony of the US and other developed nations over these institutions.

In Durban in March, the five nations ? home to about 3 billion people or 40 per cent of the world?s population ? had decided on a Contingent Reserve Agreement. Under this, they were to create a $100-billion fund that each member could dip into during financial emergencies.

Loosely a BRICS parallel to the International Monetary Fund, the reserve will have differential capital put in by the various members. China, by far the largest of the BRICS economies, will pitch in with $41 billion; Russia, Brazil and India will each contribute $18 billion; and South Africa will give $5 billion.

But unlike the development bank, the contingency reserve did not become the focus of diplomatic tussles. Only the five members can dip into it, and it needs no physical infrastructure ? the central bank of each BRICS nation will simply set aside its contribution.

In contrast, the development bank, first pitched formally a year ago, can emerge as an actual rival to the World Bank because all countries, especially other nations in the developing world, can seek assistance from it.

?The development bank is a diplomatic tool to raise the global influence of the BRICS countries,? a Brazilian diplomat in New Delhi said.

When China proposed an initial capital of $100 billion for the development bank, of which it was willing to contribute half, India opposed the move. Over the past six months, India worked to bring the other BRICS nations on its side, officials said.

Russia was the first to be persuaded, followed by Brazil. South Africa, which has the smallest economy among the grouping?s members, eventually came on board. Each member will now contribute $10 billion for an overall capital of $50 billion.

But differences remain over the leadership structure of the bank, and over who will host its headquarters.

With six London clubs currently plying their trade in England?s Premier League, there will be plenty of local derby matches to look forward to this season.? None of these fixtures, it can be argued, will be more fiercely contested than those between Arsenal and Tottenham Hotspur.? The return of The Recently More Diplomatic One will have injected some spice into already key games with perennial title hopefuls Chelsea, but there is still something special about the north London rivalry.? With only four miles separating the stadiums and only two points total in the last two seasons separating the teams, any historic animosity has only been ignited further.

With one tedious and protracted transfer window and a 1-0 to the Arsenal already in the books, it?s clear that both Arsenal and Spurs face pivotal seasons.? Arsene Wenger is in the last year of his contract and currently on an eight year trophyless streak.? Andre Villas-Boas has thrown the check book, kitchen sink and Gareth Bale at the transfer window and would surely not survive another finish outside of the top four. Both managers are under enormous pressure to deliver in an increasingly competitive league.? What remains to be seen is which of their footballing philosophies will bear fruit.

For the first time in many summers, Arsenal fans didn?t have to endure the slow but inevitable departure of their star player (and usually the club captain to boot). Spurs fans, by contrast, spent the majority of it with one eye on a stage at the Bernabeu and the other on Twitter as a steady stream of new players joined their ranks. In an effort to mitigate the loss of their talisman Bale, Spurs went about their summer business aggressively and swiftly brought in seven very good signings.? Arsenal, usually so reluctant to acquire anything that isn?t French or free (or preferably both), obliterated their club transfer record at the last minute on one world-class playmaker.? It?s hard to imagine Wenger making such wholesale changes such is his preoccupation with team balance and stability. Wenger, so often criticized in the past for a lack of home grown players, is now betting on the evolution of a solid British core of Jenkinson, Ramsey, Wilshere, Walcott and Oxlade-Chamberlin. AVB?s expensive foreign revolution has only just begun.

So the period between now and the next transfer window in January will be a season within a season. Despite the Ozil transfer coup and the Flamini security blanket, Arsenal are still considered light in numbers and their thin squad must navigate a very tricky UEFA Champions League group. Spurs must hope that their new signings bed in quickly and find a more convincing synchronicity and understanding than they have demonstrated so far.? Depending on what happens between now and 2014, both teams could find themselves squaring-off in another important transfer window.? Any serious injury to Giroud or freshman wobbles from Soldado would leave both sides worrying about goals.? With the majority of the much vaunted war chest still safely stashed under Wenger?s floorboards, combined with the draw of Ozil and a newly found penchant for spending, there could well be additional new faces at the Emirates.? Spurs will argue that they recouped much of their summer outlay from the massive Bale transfer fee and could still spend more, but surely must now have one eye on their increasing wage bill.

Whatever transpires in the interim, by the time these two sides meet again in mid-March it will be fascinating to see whether north London is still red or turning white.

Israel deploys missile defense near Jerusalem

The Israeli military has deployed an "Iron Dome" missile defense battery in the outskirts of Jerusalem.

Associated Press video footage showed the missile defense system positioned there Sunday afternoon. The Israeli military refused comment, citing operational protocol.

Israel is concerned that Syria, or a group allied with the regime like Hezbollah, could launch missiles at Israel if the U.S. attacks over its alleged use of chemical weapons against civilians.

Even though Israel believes it unlikely that Syria will attack the Jewish state, it is making preparations just in case. It has deployed air defense systems, drafted a small amount of reserve soldiers and is handing out gas masks.

The "Iron Dome" system has shot down hundreds of rockets launched by Hamas militants in the Gaza Strip at Israeli cities.

BJP, Modi ?damaging? to India?s secular ethos: Farooq Abdullah

Srinagar, Sept. 8 (ANI): Chairperson of Jammu and Kashmir National Conference Farooq Abdullah on Sunday alleged that the Bharatiya Janata Party (BJP) poses a ?dangerous? and ?damaging? threat to the country?s secular credentials, and reiterated that his party is strongly opposed to their ideology.

?As far as the National Conference goes, we have nothing to do with Modi?s nomination or the BJP. We want to stay as far as possible from them. We are not going to make any compromise on that,? Abdullah said.

?We believe that that will be dangerous and damaging to the Indian secular ethos,? he added.

Earlier today, a two-day high level ?Samanvay Baithak meeting? of Rashtriya Swayamsevak Sangh (RSS) and Bharatiya Janata Party (BJP) leaders began in New Delhi amidst speculations that BJP poll panel chief Narendra Modi likely to be declared as the Prime Ministerial candidate for the 2014 general elections.

According to reports, Rajnath Singh, who held back the announcement in the hope of achieving unanimity on Modi, has decided to go ahead despite continuing reservations from a couple of senior leaders.

He conveyed his readiness to RSS chief Mohan Bhagwat on Wednesday and followed that up by apprising former BJP chief Murli Manohar Joshi of the same on Thursday.

The BJP President had earlier said the criticism of Modi has increased after he was made the party?s campaign committee chief, and added that such attacks by the political opponents would increase in the days to come. (ANI)
